The purpose of conducting the Project Development and Environment (PD&E) and Interchange Modification Report (IMR) studies is to address existing and projected operating deficiencies along this section of I-10 and US 301 including mainline capacity, interchange geometry, and ramp terminals. In order to keep up with the growing traffic demand within the study area, multiple alternatives including a no-build alternative will be considered. The proposed system modifications examined in the IMR will advance the Florida Department of Transportation's (FDOT) efforts in three major areas:

1. The proposed design will remedy a number of deficiencies, which have been identified within the two corridors.
2. The proposed improvements will improve the safety of the study corridors.
3. The improvements are consistent with the Long Range Transportation Plan (LRTP), and the I-10 master plan which have been developed for this area.


No Build Alternative
The No Build Alternative describes the conditions that will exist in the opening year (2020) and the design year (2040) if no improvements are considered. The conditions that must be described shall include at a minimum, the operating conditions along the mainline of I-10 and US 301, interchange connections, and ramp terminals within the study limits. Since the modification for any interchange proposal is based on a comparison of the No Build and Build Alternatives, identification of the network that is considered in the No Build Alternative in each analysis year is required. Some of the initial alternatives that will be considered during the study are described below.

I-10 Master Plan Recommendation - Build Alternative 1

Build Alternative 1 was the developed and recommended alternative during the I-10 Master Plan Study completed in April 2006.

The Master Plan recommendation adopts the First Coast Metropolitan Planning Organization (FCMPO) LRTP for the I-10 corridor to assure continuity and compatibility for the state and county. The FCMPO LRTP includes the future six-lane widening of I-10 and the US 301 Baldwin Bypass.

The I-10/US 301 Interchange improvements proposed by the Master Plan Study included the following (see Figure 1):

• Proposed northbound US 301 Flyover to eastbound I-10
• Improve access management along US 301
• Widening I-10 to six lanes
• Rebuild I-10 westbound off-ramp to US 301 north and south
• Add dual turn lanes

Modifications to the Master Plan recommendations for the US 301 interchange may be required to Build Alternative 1 to the current LOS standards. The greatest challenge for this alternative will be the coordination of right of way and maintenance of traffic concerns with CSX Transportation during construction of the flyover ramp to I-10 eastbound.
